It does

When you start a new topic, there are 3 tabs, one of which is "Poll Creation"

I use IE 10.

I go to "Vehicles (Pajero / Pajero iO / Pajero Sport only)"
then to "General Pajero Discussion"
then click on "Post a new topic".

I do not see a tab with "Poll Creation"
