In all honesty,
Denis has gone quiet.
We do not know how he measured his consumption.
There is reason to believe that he used his gauge.
If 2litres of diesel disappears for every km he drives, it is in all likelyhood not used in the combustion process.
We do not know what parts/remedies were offered by mechanics or dealers.
We are now entertaining ourselves, while we wait and see if Denis comes back with more info.
And yes, a roofrack is a fuel eating device. That is why my rear seats came out yesterday and the stretchers and spunge matresses have been replaced by blow-up dolls (I mean matresses) so that the roofrack can remain against the wall in the store room for tomorrow's trip. See, I swopped a LWB DiD for a 3.8V6 SWB. Loading space and range suddenly became in issue!

It is strongly advisable that you service the car regularly - at least replace oil and oil-filter every 10 000 km. The 150 000 "service interval" on your old engine is waaaaaay too long.
Good luck with the replacement engine. Are you rebuilding, replacing from scrapyard, importing from Japan, or getting a new one?
