White smoke & wining

Hi Guys...

My '98 2.8 td engine has been overhauled, but now I've got a wining noise coming from, looks like front of engine. Timing gears not meshing or new oil pump faulty? (Machanic said not all gears new)
And engine battling to start, and when it does when cold, a lot of white smoke. What could it be? I know my turbo needs to be serviced, but all this was fine before engine was done. Did smoke a bit and turbo passing oil.
I've checked steering pump, vacuum pump and took all belts off and doesn't seem like the problem. All bearings also new.

New head, pistons, rings & sleeves, timing chain & gears(apparently), oil pump, bearings...
