Pajero 2.8 Tdi starting problems

The engine swings very slow as if the battery is flat. So i took out my bakkie's battery which is a 657 willard battery. Still the same. Then i took the starter out and found that the brushes is almost finished. So i replaced them and installed the starter again but the it is still the same.
I also tried the screw driver trick and bypassed the solenoid switch. It draws a lot of current which made the point of the screw driver's point glow red hot.
If i take the glow plugs out then the engine swings fast.
So i dont know anymore.
