Glow plugs issue (temperature sensor?)

Hello everyone! Long reader of the forum, though my first post here.
1994 LWB Pajero Mk 2 GLS, 2800cc 4M40 engine.
I have the following problem with the glow plugs: during the winter, when ignition is turned on, the relay clicks (and voltage drops on the dash voltmeter) and turns off with another click after 10-15 secs (voltage returns to normal). Normal at -25 to -20C, engine starts just fine, glowplugs working. However, as the weather is getting warmer (+10-+16C), the glowplugs are still activated in the same manner at each ignition (which shouldn't happen at this temperature and leads to glowplugs premature burning).
In the same time I have noticed that the dash Outside Temperature indicator (electronic)is stuck showing -29C (obviously wrong).
Is the glowplug relay controlled by a temperature sensor? Is this the same sensor as Outside Temperature sensor? And may i ask where the glowplug temp sensor is located?
