Heater not working

Morning guys,
I drive a 2003 SWB 3.2 DID and my in car heater is not working, now I have checked the following, the fan is working, all fuses was tested and in working order, the in car radiator, the inlet and outlet is hot, on the driver side at the foot well there should be a "flapper" to open the hot air to flow in to the car correct? suspect this does not open were does the signal come from checked the AC control and it shows all the correct indications on the dashboard. please help it getting cold
