Gas Turbo blows, new engine too?

Hi all, what's happening?

I have a 2002 1.8L Gas turbo charged Pajero IO. That's the 4G93 engine.
The Turbo went, and the old lady driving didn't recognize the power loss for what it was.
So gradually as the engine had to make up for power as the foot went down on the pedal, and power went down to about 50% before we took a good look.

Nuts. There was found to be oil in the top air expansion chamber over the engine. When the engine is running oil will jump up the dipstick. So I assume no compression. The plugs are fine.

Some fine young Dubai sheisters want me to replace the engine with a used spare for about R22,000.

After dealing with the turbo, how can it be found if the piston rings are actually broken or not? What do the symptoms point to? The rest of the vehicle is great, so if an engine swap can be avoided I'd probably drive to your house and kiss your shoes.

Any other things I should look for?
