Upper chain guide replacement, 3.2 D

I want to replace the upper chain guide, and have a question regarding the chain tension :

Does one have to slacken the chain tension when installing the new guide , or is the chain in an un-tensioned state when the engine is not running?

Also , I see conflicting figures for tensioning the guide bolts , I have seen 24 and 26Nm . What is the correct number?

Not sure on the torque on bolts but the chain is not under tension at the top guide when not running.
