6G72 Engine miss-firing a low revs

My Gen 3 Pajero has had a longstanding issue with lack of power below 2000 RPM, seems to be miss-firing but beyond 2000 it is fine. Every so-called decent mechanic in Kenya has scratched their heads over this problem and no real progress. Advice from my SA bothers would be very welcome!

You might want to have a look a the butterfly's in the throttle bodies. I had something similar on my Gen 2 3.5 and it turned out the bushes that the butterfly's turn in had worn allowing excess air in. Ran perfect beyond the revs you said but at tick over you felt it "missing". Maybe you want to have a look at that direction. Hope you come right.
