For corrugated gravel you need soft tyres and soft(ish) shocks (but mostly soft tyres!

For heavy loads on bad roads, you need a stiffer shock.
True "offroad" shocks, that can eg damp a heavy vehicle ramping an obstacle, will most probably be very uncomfortable under "normal" driving conditions.
I fitted Bilstein shocks to my Gen1, because I consider them to be the best compromise between on-road (95%+ of the time), and the occasional off-road excursion.
