Small rust spots

I have four or five small chips on my Gen 3 bodywork. A few months ago I treated them with a rust inhibitor, but see that they are showing a bit of surface rust again.
The chips are very small, caused by small stones and not very deep, but enough to cause rust. I took the car to Dent Express, but they want to respray and blend large areas. The quote was over R6000. I am quite happy to just address the chips as the car is quite old and I am no longer "holy" on it. Btw, the car is white.
My question is this. Can I just use a micro etching tool to get rid of the rust to bare metal and then apply a blob of touch up paint? Do I need some sort of primer?
Alternatively is there someone in Cape Town who can fix the chips so that rust does not reappear?
