Snaking under heavy braking

I have noticed snaking on my Pajero before, but I finally realized that it needs attention, urgently. Before tampering, I thought I'll enquire from the fundi's here, as someone is sure to have experienced this before.

When stepping hard on the brakes, without locking any tyres, the nose dips and the vehicle veers to either left or right at first, and then towards the opposite side, by which time I release the brakes slightly and manage to keep it straight.

The coils are OME and are hard, rather than spongy. The shocks have been replaced to remedy the issue as a start, the steering has also been inspected. I thus suspect bushes/rubbers on the suspension components, but where do I start and what do I need to look for?

Brake balance?

The fact that it goes both ways makes me suspect you could have too much brake force on the rear wheels?

Check for rotor thickness difference
