Rear difflock light stays flashing

I have been asked for help with a 2001 Colt 4m40 which does not fully engage difflock.
On this model difflock is only available in 4Hlc and 4Llc. When the switch is pushed while in 4wd the difflock light will start to flash but never gets to the point where it stays on all the time. (ie it never seems to fully engage). With the rear wheels lifted from the ground I could establish that while the light only flashes the diff is in fact locked. Driving it with the light flashing also does not help. Instead of getting the light permanently on, it will eventually stop flashing and be completely off by itself. I measured the voltage to the pump while the light is flashing and it was next to zero volts. (With the rear wheels jacked up it does seem to go into lock though). I noted another electric wire going directly into the diff housing. I expected that all control was via the vacuum pipe with no electrical components inside the diff. (Is this perhaps the signal wire to indicate diff is in locked mode?)
I did not have enough time to check if the pump is actually doing its job. I hope to get some pointers from you experts before I invite my friend back for a follow-on inspection. Has anyone had this issue before?

Shouldn't be flashing.... Either on or off.

In both my previous Colts I did experience the same though. The one time it was the "exhaust" pipe that was blocked and the diff lock could not disengage. This is a thin pipe coming out of the diff and running up to and into a cross member, check that.
The second problem was that the whole mechanism was stuffed, and had to be replaced.
