Bumper mounted rear lights and Spare wheel mounting

Many 4x4's old and new have a second set of rear lights mounted in the bumper Old Paj, Toyota FJ, LR Freelander 1 and LR Disco 1, the new little Ford Eco something and also the Suzuki Jimny.
I was under the impression that it had something to do with the legalities of being able to see the lights from a certain oblique angle at the rear without them being blocked by the spare wheel mounted on the rear door.
I then noticed that the Gen 4 Paj does not follow this trend.

Anybody know what the facts are ?

Your facts are correct.

The Gen4 has the spare centered and a little lower to get the required view-angle. The off-centre spare on the older Pajero cuts the angle to the righthand cluster.

Is there a way to get those big red lights working?
Seems like a waste to have them and not being able to put them to use.

Yes Bosman Search the blogs, there is a step by step conversion to light up the Big ones!
