Arial on bull bars

I see in Australia that the off roaders have what looks like an arial stuck onto the front of their bull bars - is it an arial ?

Most likely it is for either CB ( does anyone still use those ?) or Short Wave. And I'm not talking about waving to other Pajero Owners. (Short Wave Radio).

Ja I mean why wouldn't they use something like a Zartech 2 way radio ?
